When you walk around Tokyo in the morning, sunlight hits the city at an angle, and depending on the season spills through the spaces between the buildings in different and fascinating ways. The poeple and various scenes you happen upon create the feeling of the start of a new day. That is one reason why I think it's easier to capture a compelling story in a photograph in the morning.
